General Assembly of the ILO Staff Union

The return to ILO premises and the end of the pandemic enabled the Former Offficials’ Section to organise the elections provided for in Annex IV of the Staff Union Statutes. Two retired colleagues joined the Section Board, which has since benefited from their respective skills.

Administrative work

The Former Officials’Section responds to personal requests received from retirees, either by post, e-mail or telephone. We keep our list of Section members up to date and modify it as soon as we receive new information. We add young retirees who join the Section, and make changes reported by members as well as those sent to us by the ILO Administration. These include the list of deceased retirees. This confidential list is published once a year.

Communication and information

Our main communication tool is our website, which we manage independently. Our webmaster is very responsive. An ad hoc group has been working on updating the site, which should be running shortly. Our Facebook account has several hundred members who communicate with each other. Finally, our magazine Message is published once a year, and is eagerly awaited for by retirees, both those who use the internet and those who don’t. It remains a concrete and physical – as opposed to virtual – means of keeping links between retirees.

Meeting with the Union’s regional delegates

The meeting took place on 16 February on the occasion of the first General Assembly of the Staff Union. At the centre of the discussions were issues of access by retirees to ILO offices in different regions of the world. The situations are very diverse, as the offices are located either in autonomous structures or in joint structures with other International Organisations.

Meeting with the Director of Human Resources

This meeting, which took place in the spring of 2024, provided an opportunity for dialogue. Issues of access to the ILO by spouses and retirees from other organisations were raised. The Section Bureau delegation asked for a return to the pre-COVID situation, which was confirmed by a letter from INTSERV to the Section. This meeting was the starting point for the intergenerational event on 1 October and the setting up of the Cercle d’Arts du BIT exhibition supported by the Section.

International Day of Older Persons and the Section Intergenerational Event: 1 October 2024

The Section Bureau prepared this intergenerational event in cooperation with HRD, DCOMM and the Staff Union. Recreational stands were set up in front of the cafeteria at the R2 and were a great success. A round-table discussion on the theme of ‘Working at the ILO: yesterday, today and tomorrow’ was the centrepiece of the day. It brought together three panellists: a young official, an older official and a retired official. This was a first step in intergenerational cooperation.

Presence of retirees in SHIF and inter-association structures

Retirees sit on the Staff Health Insurance Fund Management Committee, so we can keep a close eye on all developments. We maintain good relations with the SHIF secretariat. As far as the Pension Fund is concerned, several members of our Board sit on the Committee of the AAFI-AFICS (Association of Former International Civil Servants) in Geneva, and one of our members is currently one of the vice-presidents of the FAFICs (Federation of Associations of Former International Civil Servants), which brings together all the associations of retirees from the common system. These bodies discuss issues relating to our pension fund. We have a presence there and can use it to defend our interests as pensioners.

The end of the COVID pandemic in the summer of 2022 resulted in the return of the members of the Board of the Former Officials Section to ILO premises. This facilitated the resumption of contacts with active staff and, above all, with the Staff Union’s Committee, Chairperson and secretariat.

Continuing the activities of the members of the Board

The Former Officials Section was absent from the ILO for two and a half years due because of COVID. Since its return in September 2022, it has met regularly once a month.  The Board has been expanded to include young retirees, but there are still vacancies; we can have up to ten members.  Elections to the Board are scheduled before the end of 2023. The process is underway.

Impact of COVID on secretarial work

We had our own way of working before the pandemic, and we were surprised to find that while we were away from the ILO, new applications and practices had been put in place. When we returned to the office, nothing worked, neither computers nor printers. We had to call in the IT technicians and the Staff Union secretaries to bring us up to date. We now have two laptops like other members of staff, so we can work from home.

Our means of communication and information

Fortunately, in 2016 we chose to host our website outside the ILO. This decision enabled us to keep control of it and our webmaster to feed it at our request; the website receives hundreds of visitors every month. We continue to publish our “Message” magazine, which is especially welcome among those who don’t use the Internet. We respond to individual requests and maintain our contacts with the Staff Union, HRD, the Staff Health Insurance Fund and other Common System retiree organizations, notably AAFI-AFICS, where three of our colleagues represent us on the Committee.

SHIF Centenary and Retirees’ Reception: 8 December 2022

The Centenary of the SHIF was well attended by retirees. On the same day, retirees from the Geneva area were invited by the ILO Administration to the autumn reception. It was an eagerly awaited event: the last reception had been held in December 2019. Over 200 people registered for this friendly cocktail party, which also welcomed participants from the SHIF Centenary AGM that had just been held.

This was an opportunity for the Board of the Former Officials’ Section to meet the new DG, to explain the objectives and raison d’être of the Section, and to listen to his objectives for the ILO. He expressed his concern at seeing economic progress take precedence over social progress, and is showing his determination to work to ensure that social issues, like climate change, are at the heart of the global debate.

Information meeting on 25 May 2023

This meeting, organized by the Board of the Section, was held in person and by video-conference. The first part focused on the digital certificate of pension entitlement. In order to simplify and speed up the Certificate of Entitlement (CE) process, an alternative to the CE form has been created: the Digital Certificate of Entitlement (DCE). The paper form can still be used, and the document sent electronically.

The second part of the meeting focused on developments at the SHIF. A dedicated Call Center now handles telephone calls. A satisfaction survey was carried out among policyholders. While 62% of active policyholders are satisfied with the SHIF, this rate rises to over 85% among retirees.

Our immediate concerns

One of our concerns is the lack of access to the external offices in the field, for our retirees living in the regions. If this is possible in Geneva, it must also be possible everywhere else. We have just learned that the ILO has embarked on a policy of restricting access to the building for retirees from other organizations. We are surprised by such a decision, and intend to take action with the representatives of retirees from other organizations to return to the situation of the past.  What’s more, ILO retirees have access to the other organizations, so it’s only normal that reciprocity should remain. After all, isn’t the ILO everyone’s home, and particularly that of workers, whether active or retired?

Activities Report 2021-22 presented to the ILO Staff Union Annual General Meeting on 13 October 2022

Since April 2020, the Section’s Bureau members have continued to fulfil their responsibilities towards retired colleagues. The demand for information and communication has remained high since the beginning of the COVID-19 pandemic and we have responded to all personal requests. Unfortunately, no social activities could be held.

Continuation of our activities

While working remotely from home for more than two and a half years now, the continuation of our activities has consisted in regularly updating our files: new members, changes of address and those who have passed away. This has been possible thanks to access to our ILO email and the files we were able to copy during our short stay at the ILO at the end of 2020. Information is sent to us by the HRD secretariat and also directly by members of the Section. We have managed to contact everyone entering retirement, send them information material about our activities and encourage them to join the Section. We have responded to individual enquiries, either by email, letter or telephone, concerning the SHIF and taxation in particular. A number of retired colleagues thanked us for sustaining our ongoing commitment to the membership.

We have continued to inform and communicate with retired staff by publishing our regularly updated List of Members as well as an issue of Message. Our Facebook page (Alumni ilo-bit) now has about 380 active and retired members. Our website, https://www.anciens-bit-ilo.org, where we post information relevant to retirees, receives between 600 and 1,000 visits per month.

Via videoconference, members of the Bureau attended AAFI-AFICS Committee meetings. We participated in the Pre-retirement Seminar in November 2021. We were also able to take part in the Pension Fund’s videoconferences.

ILO access

According to the note issued by the ILO Administration (INTSERV/SECURITY), in force since 1 August 2022, members of the Bureau of the Former Officials’ Section can now enter the ILO for planned meetings;  access for all retired staff has been possible since 15 September. The Section’s Bureau was able to meet on ILO premises on Tuesday 30 August, having met outside the ILO for the past year. We will continue to work to ensure that all retirees have such access, including in external offices, and we are hoping to resume social activities.

Our mode of operation has thus profoundly changed since the beginning of the COVID-19 pandemic. However, we have been able to maintain regular contact with the Staff Union’s secretariat and its respective Chairpersons, namely Catherine Comte-Tiberghien and currently Carlos Carrión-Crespo, in office since January 2022, as well as with the ILO’s HRD department.

Relations with ILO Management

The Bureau of the Former Officials’ Section sent a letter of congratulations to Gilbert F. Houngbo, Director-General elect. We have requested a meeting to inform him about the Section and share our concerns. We also sent a letter to Guy Ryder, outgoing Director-General, thanking him for the attention paid to retirees over his two terms of office, especially during the ILO Centenary celebration in 2019. We wrote to André Bogui, Director of Human Resources, to raise the situation of retiredstaff, as well as the activities of the Section’s officers quarantined outside the ILO.

Activity Report 2019-2020

 This report from the Former Officials’ Section, in view of the ongoing pandemic, is special. Members of the Bureau of the Staff Union’s Former Officials Section had not had access to their office for 6 months, from mid-March 2020 until 17 September. On that day, François Kientzler, Executive Secretary of the Section, after having followed all the protocol in force, was granted access to the ILO. Members of the Bureau met for the first time since the beginning of the pandemic on Wednesday, 23 September, outside the ILO.

We would like first of all to pay tribute to our late colleague, Nari (Venkataraman Narasimhan), who passed away in December 2019, and who has been a faithful treasurer of the Former Official’s Section since his retirement after having served as Treasurer of the ILO Staff Union for many, many years. He was known to all the Former Officials of the ILO and he assumed his responsibilities as Treasurer until his strength and life passed him by. He is greatly missed.

During all these months spent without access to the ILO we were able to maintain our contacts with our members and the Staff Union, in particular with Catherine Comte-Tiberghien, Chairperson, and her secretariat. The Former Officials’ Section, with its own office and access to the ILO’s computer system, was able to continue to consult the ILO intranet and its e-mail inbox from outside, just like the active staff members who were teleworking. We have also been able to respond to all the e-mails that were sent to us and to hear the concerns and sometimes the thanks that have been expressed by many retirees. We were able to access all the information disseminated by the ILO via the intranet, communicate by e-mail with our members and send them a letter in August. However, we have only been able to access our files since mid-September, which has not allowed us to make the required updates and, above all, to make progress in the publication of a new issue of the Message, which we are first publishing on our website.

Representatives of the Bureau of the Section attended the Staff Union’s General Meeting in February, just like every year. Given the pandemic, the event which had been planned for the spring to celebrate the Staff Union’s centenary, and which was to be a joint event for both active and retired officials, has not yet been able to take place. However, a link has been established on our website to the Staff Union’s blog, which contains interviews with the former Chairpersons of the Staff Union who were to take part in the celebration. The Section reaffirms its willingness to be more available to retirees in the regions to help them structure themselves and is ready to make space available to them on the Section’s website. It is counting on the regional Staff Representatives to facilitate this collaboration. The Section continued to receive information, in particular on the Pension Fund via AAFI-AFICS Geneva and has participated in two videoconferences of its Council.

Our website, hosted outside the ILO, was regularly updated thanks to Azeddine Sefrioui, our webmaster, with information we obtained from the ILO intranet and the Staff Union. Statistics on the number of visitors to the site highlighted its importance, reaching almost 500 in August. We have posted several articles that should appear in issue No. 68 of the Message. In this regard, Ivan Elsmark, Message‘s editor for over 20 years, has ceased his regular involvement and we are looking for another editor. We are considering a new format for this publication. We have also posted the last two issues of the Message (Nos. 65 and 66-67) which have not yet been archived by the ILO Library.

In fact, the year 2020 was to be a turning point in the organization and functioning of the Bureau of the Section. Our long-serving and loyal secretary, Marianne, retired at the end of December 2019, and we did not wish to replace her both for reasons of economy and because most members of the Bureau of the Section are computer literate. We have three PCs at our disposal. Two new members had just joined the Bureau and were confirmed in their nomination in the elections at the end of 2019, Carmen Sottas and Guy Bezou. John Myers was co-opted at the beginning of 2020 as two of the Bureau positions were vacant. We congratulate all three of them but regret that they have not been able to express their full talent and commitment to the members of the Section to date. The meeting of the Section’s Board on 23 September took stock of operational constraints but also of current and recurrent topics, namely the sickness and health protection of retirees and pension issues.

In order to explore different ways of transmitting the claim reimbursement forms to retirees, in the spring of 2020, the SHIF extended the possibility of sending them out electronically. This should be of great benefit to retirees from countries outside Geneva who have and use internet access. A test period was offered to some retirees and now the system is being extended to all. However, the transmission by mail or direct deposit of claims to the ILO remains, and will continue to remain, possible. The Bureau has not yet had an opportunity to take stock of this new practice with the Executive Secretary of the SHIF, whom it wishes to invite to a future meeting.

We have continued to contact all the retiring staff members whose names we receive each month from the Administration; this year, the number of retiring staff members was low. We have registered several memberships in the Section. The ILO Administration also sends us notices of the deaths of former officials or their spouses of which it is aware; we compile a list of deceased ILO retirees, former officials or spouses who are entitled to benefits; and we have published it on our website. Despite the coronavirus pandemic, we have recorded a significantly lower number of deaths than in previous years during the same period. This may be due to the caution of seniors during this pandemic period.

Finally, while some retired members of the Section have died, others have joined, and still others have changed addresses. As we have only recently been able to access the ILO we have not been able to update our files as we would have liked. But the door to the ILO has been opened again, and this task awaits us. We hope, by remaining cautious and following the protection guidelines, to be able to resume a more normal and regular activity. The Bureau of the Section has met in Gex in an association’s premises; this can only be a temporary situation for us. We hope to be able to return to our ILO premises as soon as possible but, of course, with due respect for all the health protection and provisions, particularly for the elderly, that the ILO has put in place.

Activity Report 2019

The Section of Former ILO Officials is open to all retired ILO staff, regardless of whether they worked at the Geneva Headquarters or in one of the field offices. Its executive body, the Bureau, comprises 10 members and generally meets every two weeks (except in summer). The Section has an office (6-06) close to the Union offices on the 6th floor and communicates with its members by e-mail, letters, through its biannual bulletin Message and through its website (http://www.anciens-bit-ilo.org).

This year, 2019, was marked by the ILO Centenary Celebrations, in which retirees participated with the kind agreement of Mr. Guy Ryder, Director General. Contacts and meetings with representatives of the administration, including Protocol, DCOMM, Archives, REPRO, DISTRIBUTION and INSERV, have strengthened the links between the Section and the ILO administration and staff. Successful working meetings brought very positive results for our association’s participation in the Centenary Celebrations. The Section’s call to its members resulted in the collection of around 100 contributions, which have for the most part already been posted on the Section’s website as well as published in Message, particularly Nos. 62, 63 and 64. More will be available in the following issues.

After participating in the launch of the Centenary in January 2019, retirees were able to attend various themed conferences organized by the various ILO departments during this year. Two major events were also celebrated by retirees themselves. On 28 May 2019, at the initiative and invitation of the Section, more than 400 retirees gathered in the Governing Body room to discuss videos and testimonies regarding key moments in history in which the ILO was actively involved: in particular the defense of the Solidarity Union in Poland and the end of apartheid in South Africa. The Director-General honoured this event by opening the meeting and participating throughout. After the Meeting, participants then moved to the Espace Gobelins for a cocktail offered by the Section. Then, on 11 July 2019, about 300 retirees and their spouses met at the invitation of the Director-General, for a Centenary lunch; the key moment of which was the sharing of the birthday cake.

Both events were highly appreciated by the participants. Additional information, including videos and photos of these events are available on our website (see address above) under the heading “Centenary”. The exhibition by the ILO Arts and Decoration Circle on the theme of the ILO Centenary, as well as an exhibition of stamps evoking 100 years of ILO action, accompanied these events. The Section of Former Officials will also be present in the organization of the centennial celebrations of the ILO Staff Union in 2020.

The office of the Section is adjacent to those of the Union. This physical proximity with the Union facilitates permanent contacts and regular cooperation with the Union secretariat, the President and the Secretary General as well as with the other members of the Committee. The exchanges concern in particular issues of common interest such as the Staff Health Insurance and Pension Funds. We supported the Union’s action against the reduction in the salaries of professionals in Geneva and we were delighted by the magnificent staff mobilization that took place in the spring of 2018. We learned at the beginning of this summer that the action taken at the ILO Administrative Tribunal, initiated, encouraged and supported by the Union, was successful.

One of the constant concerns of the Section of Former Officials is the operation and maintenance of our Staff Health Insurance Fund (SHIF). We have intervened repeatedly on personal cases with the SHIF; and we are delighted that the Fund’s revised Statutes and Regulations have now been printed and distributed to pensioners, who, fin many cases, do not use the internet. The previous publication dates back more than ten years so this new edition was essential given the changes made in recent years to the Statutes and Regulations, notably concerning certain preventive and alternative medical procedures.

Representatives of the Bureau of the Section of Former Officials participate in the Board of AAFI-AFICS Geneva. Various associations of retirees of International Organizations are members of this Board. The Board discusses information on pension and health protection issues that is regularly submitted to the United Nations, in particular the functioning of the Pension Fund and the future of the health funds regarding ASHI (After Service Health Insurance). According to the latest information available to us, a reorganization will be undertaken at the offices of the Pension Fund in Geneva and their move to the WMO premises, near the rue de Lausanne, is scheduled for the end of the year.

The Section continues its work of maintaining contact and communicating with retirees. We regularly update the Section’s website (http://www.anciens-bit-ilo.org), not only with information that concerns retirees directly, but also with news from the ILO such as the Union’s actions mentioned above. We invest a lot of time to keep the site alive and up to date but neither do we neglect the publication of Message, which is valued and expected by many retirees, and which also requires much work and effort. Thank you to all those who contribute to it; as we always call on volunteers to help with translations and proofreading or to submit articles.

The Section participates in the annual Pre-retirement Seminar and we take the opportunity on this occasion to welcome participants individually and exchange a few words with them. This contact is very important to encourage future retirees to join the Section of Former Officials. Indeed, although the ILO offers facilities to the Section, if we are to continue our activities and provide help to retirees, we also need financial resources. Many new retirees are reluctant to join us and say that Message and the Section’s website are available to them free of charge. Although the members of the Bureau are all working on your behalf on a voluntary basis, we need to finance a secretary and a web master in order to maintain our activities. We invite all future retirees to become members of the Section. As is the case every year, representatives of the Section will be present and participate in the Pre-Retirement Seminar in November 2019.

The Section of Former Officials supports the ILO Arts and Decoration Circle (a member of the Sports and Leisure Association), which organizes an annual exhibition at the ILO. Finally, the invitation of retirees by the Director General to the annual receptions in May and December in Geneva are an important and special opportunity to meet with former ILO staff. The participation of the Director-General in these receptions is always much appreciated.

Activity Report 2018

The Former Officials’ Section has a 10-person executive Bureau (one post is currently vacant) which, except during the summer months, generally meets every two weeks. Its office (# 5-67) is next to those of the Staff Union on the fifth floor. Although the Section keeps in touch with its members by email, post and its twice yearly bulletin Message, as well as via its website (http://www.anciens-bit-ilo.org), there is still considerable room for improvement if it is to maintain close contact with retirees in the various regions.

Thanks to the Section’s physical proximity to the Staff Union, its Secretariat, its Executive Secretary and the other members of the Bureau are able to maintain permanent contact and engage in regular cooperation with the Union. These exchanges concern mainly matters of mutual interest, such as the SHIF and the Pension Fund. The Section supported the Staff Union’s crusade against salary cuts in Geneva and welcomed the broad mobilization of the staff during the spring of 2018.

The functioning and maintenance of the Staff Health Insurance Fund (SHIF) is a constant subject of concern and one which crops up at each of the Section’s fortnightly meetings. And there seems to be every reason to be worried, what with the risk that the processing of claims could be farmed out to an outside agency and that the social protection of retired officials could be transferred to national schemes – which in many countries do not even exist. Eager though we are to see an improvement in the Fund’s governance and management and in the social protection of retired officials in the various regions, we were also pleased to see the improvement in certain benefits on 1 July 2018 in terms of prevention and of the recognition of certain alternative medicines.

The Pension Fund, too, is going through a turbulent patch, not so much for reasons of finance or efficiency but rather because of a number of internal problems that are hardly conducive to a serene work environment. The Fund has introduced a new integrated computer system, and as a result some newly retired officials have had to wait months for their first payment; fortunately, current payments to retired officials have not been affected.

 

The Section has continued to work on improving its communications with retirees. Its website (http://www.anciens-bit-ilo.org) is regularly updated, not just with information that is of direct concern to retirees but also with the latest news from the ILO, such as the Staff Union’s recent crusade and strike action mentioned above. At the same time, we are busy preparing the next issue of Message, which is eagerly awaited by a large number of retirees but which involves a lot of time-consuming work. We are sincerely grateful to all those who devote their spare time to the magazine and are always on the lookout for new volunteers to help with translation and proofreading and to write articles or provide documentation.

The Former Officials’ Section always takes part in the annual pre-retirement seminar, where we can spend a few minutes with each participant so as to establish a personal contact with future retirees and encourage them to join the Section.

We are also involved with similar associations of other international organizations in Geneva, and a seminar under the heading “Comment bien vieillir – Stay younger for longer” was held on 14 May 2018 in the ILO’s Governing Body Room in cooperation with the former officials’ associations of WHO, the United Nations (AAFI-AFICS) and the ITU. The working documents for the seminar are available on our website (http://www.anciens-bit-ilo.org). Following a presentation dealing with the normal and pathological impact of ageing on mental health, interventions were heard from associations belonging to the “Plateforme des Ainés de Genève”: Pro Senectute, the Geneva Red Cross, the Geneva home-care assistance institution (IMAD) and Cité Seniors (on the Swiss side of the border) and the gerontological information and coordination centre (CLIC) in the Pays de Gex (on the French side).

The Seminar was attended by 200 participants and was the product of several months’ sustained collaboration among associations of retired officials of international organizations in Geneva. The previous seminar of its kind, on loneliness and isolation, was held in October 2014, and we believe that events such as these show how useful such associations and groups of retirees can be.

As we prepare to mark the hundredth anniversary of the ILO in 2019, which is sure to be a memorable occasion, hundreds of tributes and other events have been planned to be held in Geneva and throughout the world. No doubt they will be closely followed in the media.

The Section is cooperating with the ILO as it prepares for the centenary celebrations, and the Director-General Guy Ryder has personally expressed the hope that former officials, who were the making of the Organization, will follow the event very closely. On two occasions in the first half of this year the Section met the ILO officials who are responsible for arrangements and it has been very pleased to be of help. Though the date has not yet been fixed, a special event will be held for retired officials in the presence of the Director-General. The Section has made a number of suggestions for the occasion that have been duly adapted for inclusion in the general programme of events.

In a circular sent out on 30 January 2018 the Section invited retired officials to send in contributions reliving some of the highlights of the ILO’s history and the response has been encouraging, with over 40 contributions already. Some of the stories appeared in the June 2018 issue of Message, and others will follow. All these contributions will appear on our website (http://www.anciens-bit-ilo.org), as well as being passed on to DCOMM for use in their communications as they see fit.

The Former Officials’ Section also supports the ILO’s Arts and Decoration Circle, a member of the Sports and Leisure Association, whose some 30 plus members organized a fourth exhibition in the Colonnade at ILO headquarters from 1 to 12 October 2018.

The annual receptions for retirees that take place in May and December in Geneva at the invitation of the Director-General are an excellent occasion for former ILO officials to meet up on familiar ground, and the Director-General’s attendance is always greatly appreciated.

Activity Report 2017

At the beginning of 2016, three new women members joined the Bureau of the Former Officials’ Section, to which they have brought a breath of fresh air: Kitty Hooton, Elizabeth Sommaro and Cherry Thompson-Senior. The Section was nevertheless sad to have to record the resignation for medical reasons of Robert Falaize, one of its founder members, who has been a most active influence for some 30 years. It is with great sadness that we have to announce the death of Clément Roche, who was especially concerned with tax issues.

The Bureau met regularly twice a month to discuss the latest developments concerning the ILO Staff Health Insurance Fund and the common system’s Pension Fund, inter alia. Other issues debated included the future of the SHIF and the regular discussion in the ILO Governing Body and UN General Assembly of health insurance coverage for retirees, under the heading of ASHI (After Service Health Insurance). We at the ILO are also much attached to our Pension Fund, a fact that the Section keeps very much in mind. Since the Fund changed its computer system, delays of several months have occurred in the settlement of initial claims and, together with our colleagues in the Staff Union, the Section has approached the Fund’s administration to come up with and implement appropriate solutions. The Section actively supported the Staff Union in its “No Pay Cut” campaign to prevent the reduction of salary to Professional staff. It also responded regularly to requests for advice and help from individual retirees and their families.

One of the Section’s projects that was successfully completed in 2016 was the launching of its own website: http://www.anciens-bit-ilo.org. The site is now up and running and our colleagues are cordially invited to tune in. It has been designed to bring former ILO officials closer together, to inform them quickly of any important developments and to facilitate access to the Pension Fund, SHIF, Staff Union, etc. Visitors to the site will also discover albums of photos of various notable events. In a word, the site should allow all our colleagues living far from Geneva to feel linked by a personal bond.

On 30 March 2017 the Bureau was received by the Director-General, Mr. Guy Ryder – the first meeting of its kind for several years. At the meeting the Bureau presented a report on its activities, with the emphasis on its attachment to the SHIF and the need to improving its management and governance. The Centenary of the ILO in 2019 is an occasion that the Section is looking forward to celebrating, and several suggestions were accordingly passed on to the Director-General (see page    the report on our meeting with the DG). The Bureau laid particular stress on the situation of our retired colleagues and on the difficulties faced by many of those living far from Geneva and outside Europe.

Some 150 colleagues from the Geneva area participated in the information meeting organized by the Section on 19 October 2016. The first part of the meeting dealt with the recent computerization of the Pension Fund and with members’ online access to their personal data. The second part with health insurance issues. The SHIF. Participation in our annual meeting is an important occasion for encouraging retirees to join the Former Officials’ Section. A substantial number of retirees played an active part in the General Meeting of the SHIF last year in September.

The Message continued to appear twice a year, thanks to its editor, Ivan Elsmark, and his colleagues and volunteers. The Executive Secretary took part in meetings of the Association of Former International Civil Servants (AAFI-AFICS), and the Bureau maintains good relations with the other associations of former officials in Geneva. The Arts Circle has been active and in October 2016 it held a second exhibition in the Colonnade at headquarters. A third exhibition in October 2017 gave 30 ILO artists the opportunity to show their paintings, sculptures, photographs and craftwork to the admiration of many visitors.

The Bureau of the Former Officials’ Section maintains an effective cooperation with the Staff Union Committee, for which it thanks the Chairperson and the Committee. It appreciates the pleasant working relationship which greatly facilitates dealing with current issues of concern.

This report would not be complete without mentioning the annual receptions for retirees that are held in May and December each year at the invitation of the ILO Director-General and which are a privileged opportunity for former ILO officials to meet again on familiar ground. The Director-General’s attendance on these occasions is greatly appreciated by all our former colleagues.

Activity Report 2016

The Former Officials’ Section met regularly twice a month, inter alia to discuss the latest developments in the Staff Health Insurance Fund and in the United Nations Joint Staff Pension Fund. The Bureau of the Section was renewed at the beginning of 2016.

The Bureau responded to the SHIF Management Committee’s proposal to increase contributions to the Fund by writing to all retirees to ask them not to vote in favour of the increase. It also wrote to the Fund’s Management Committee and Secretary to explain its position, as well as to the Director-General in response to his request for an external audit of SHIF’s management. In spite of the difficulties encountered in recent years, the Former Officials’ Section and retirees as a whole continue to be firmly in favour of the Fund being managed internally. In person, by mail or by telephone, the Bureau answered a large number of requests for assistance from former officials, notably on tax issues.

The annual information meeting of retired officials living in the Geneva area dealt with the recent computerization of the Fund and with members’ online access to their personal data. The Section participates in the seminar for future retirees and organizes an information stand on the first day. The Section recently set up its own website for retired officials, with hyperlinks to the SHIF, Pension Fund and other sites.

The Section’s Bureau enjoys fruitful cooperation with the Staff Union Committee and is pleased to note the strong ties it enjoys with its President and its secretariat, which make it that much easier to keep abreast of the many issues they are concerned with. The Bureau is especially keen to be in close touch with retired officials living outside the Geneva area and in non-European countries.

 Message appeared twice in the course of the year, thanks to its editor and to several retired volunteers. The Executive Secretary took part in meetings of the Association of Former International Civil Servants (AAFI-AFICS), and the Section maintains good relations with the other associations of former employees in Geneva. The Arts and Decoration Circle was revived and in October 2016 it held a second exhibition in the Colonnade at headquarters.

Last but not least, the annual receptions for retired officials in May and December provide an excellent opportunity for them to catch up on each others’ news. The DG’s attendance at these receptions is always greatly appreciated.

Activities of the Section of Former ILO Officials 2015

During 2015, the Bureau of the Section has pursued its efforts to defend its members’ interests, in particular in relation to the Pension Fund (UNJSPF) and the Health Insurance Fund (SHIF). The results of its efforts have been published in articles in its magazine Message. The Bureau will continue following up any issues affecting retired officials.

Recruitment of new members has also been a priority, in particular among recently retired staff. The Section is informed on a regular basis about those that are about to retire, and a personal letter is sent to them together with the relevant documentation reflecting the interests and activities of the Section, plus the latest issue of Message.

Election of the Bureau
The term of the current Bureau expiring in December 2015, a new Bureau has been elected and will take office as from January 2016. The names of its members is published in this issue.

At its meeting on 30 September 2015 the Bureau unanimously decided to nominate Robert Falaize honorary member. Robert Falaize is a founding member of the Section, long time member of the Bureau and the first editor of its newsletter.

Pre-retirement seminar
Each year, the Section participates in the pre-retirement seminar. It takes place in September and is organized for officials expecting to retire in the near future. Participants were informed of support and assistance which the Section could provide with problems they might encounter in their dealings with the ILO Administration, the Pension Fund, SHIF, and so on. This was coupled with a reminder that even before retirement, officials can join as supporting members, and thus get the benefit of the Section’s advice at the time of their departure. Great interest was shown and new members were recruited at this occasion.

Relations with the Staff Union Committee
The Section maintains close and fruitful cooperation with the Staff Union Committee, its Chairperson and Secretariat. Joint concerns are the Pension Fund and the Health Insurance Fund, but also any issue affecting the interest of retired staff.

Relations with AAFI-AFICS
The Section liaises with the Committee of AAFI-AFICS (Association of Former International Civil Servants in Geneva). The Executive Secretary is a member ex officio of the Committee and participates in its monthly meetings, where issues of mutual interest are discussed, such as maintaining the level of pensions and health coverage for retirees. Various associations of retired staff within the UN system are, like the ILO, represented on the AAFI-AFICS Committee, making it an important forum that in turn is in contact with the Federation of Associations of Former International Civil Servants (FAFICS).

Information meeting 17 June 2015
The Bureau organized an information meeting at which more than 120 former colleagues participated. A detailed report of the meeting has been published in Message No. 58, 2016. The meeting was a great success, providing much useful information and at the same time an occasion for meeting old colleagues and renewing friendship. Another seminar is planned for the autumn 2016. The agenda will be published later.

Message magazine
The Editor and his team continue to devote considerable effort and time to ensuring that the Message to Former ILO Officials features informative and interesting articles which respond to members’ needs. Message appears twice a year and constitutes a much appreciated communications channel. Thanks are due to the Editor and all those who have contributed to its contents by either submitting articles, providing translations or helping out with proofreading. However the Editor-in-chief, I. Elsmark will be stepping down in June 2016 with the 59th issue of the Message. The Bureau strongly appeals for volunteers who would be ready to participate in the editorial and translation work.

In addition to information about the Section and its activities, all issues of Message can be found on Labordoc (see Message 57, 2015). The intention is in the course of 2016 to expand the range of information of interest to our members.

Areas of interest to former officials

1. ILO activities
The Bureau followed closely the programme of activities of the Office and the reforms being introduced by the Director-General, Guy Ryder. The successes and failures of the ILO are the successes and failures of those who have served the Organization what it has been and always should be. The Bureau has also followed the work of the Conference and the Governing Body, as well as the progress in the renovation project for the Headquarters building. Members are being kept informed through articles in the Message.

2. Pensions
The Bureau is closely following the activities of the Pension Fund (UNJSPF). The recent problem of delays in payments of newly retired officials and pensions to widows/widowers has been of great concern. This is partly due to staff problems, and partly due to the introduction of a new IT system. The Bureau has taken a very serious view on this and maintains in close contact with the ILO administration and UN sister organizations to place pressure on the Fund to ensure an improvement of its services. A special thank is due to Guy Favre who for many years has followed these issues and published articles in Message.

3. Staff Health Insurance Fund
The Bureau has repeatedly been contacted by retired officials who have complained of the substantive delays which have been experienced with reimbursements of claims. This issue has been taken up with the Executive Secretary of SHIF and the Chairperson of the Management Committee. Unfortunately this problem has not been fully resolved, in spite of a working party set up by the Director-General with the participation of the Staff Union. Additional staff in SHIF has been engaged, and we have been assured that reasonable payment delays can be expected in the course of 2016.

Concern has also been expressed with the governance of the Health Insurance Fund. The Bureau has addressed letters on the subject to the Management Committee and several articles have been published in the Message Nos. 57 and 58. In December SHIF issued a notification to all participants of proposed amendments to the Regulations and Administrative Rules of the Fund. The Bureau has noted the proposed increase of the contributions, which it doubts is warranted in view of the current healthy position of the Guarantee Fund. It intends to study the actuarial position of the Fund more closely, based on latest revenue and expenditure figures, and advise members accordingly.

4. Taxation
The Bureau has responded to numerous requests for information, in particular on questions of taxation in France. An article by Clément Roche on double taxation was published in Message No. 58, 2016.

5. ILO Reception for former officials
All former officials are greatly attached to the two annual receptions organized by HRD. They are not just a get-together, but a manifestation of loyalty to the ILO. The Director-General’s presence is much appreciated as at the May reception when he kindly took the time to go around and meet former colleagues. See also the article in Message No. 58, 2015. The Section has in its costaty fund which when needed balances the difference between what the ILO budget covers and the amount collected from the participants, and the actual expenditure of the reception.
