REVISION OF ANNEX IV OF THE STAFF UNION STATUTES: Amendments adopted for the rules of the Retired Staff Section

In 2025, the ILO Staff Union decided to revise its statutes in order to better adapt its representation of staff, taking into account in particular the growing importance of ILO Country Offices outside Geneva and the exponential expansion of technical cooperation projects in the field. Other changes were also deemed necessary in several areas in view of technological developments.

The Section of Former ILO Officials , whose rules of procedure constitute Annex IV to the Staff Union’s Rules, was itself considering revising these rules and therefore took this opportunity to submit a number of amendments.

The Section worked steadily throughout the first half of 2025 to prepare these amendments for submission to the Staff Union, which then put them to its members in a referendum. The result of this referendum was strong support for the adoption of the amendments to the Rules. The General Assembly, held on 9 October 2025, formally adopted all the amendments, which will come into force on 1 January 2026.

For those who may be wondering why Section members were not consulted by referendum, it should be noted that the members of the Section do not vote in referendums or at Union general meetings.

In summary, the main changes are:

  • The former Annex IV governing the operation of the Section becomes Annex V.
  • Standardisation of the vocabulary used
  • Adaptation of the functioning and composition of the Bureau in line with new IT and communication tools and to better reflect the diversity of the Section’s members
  • Simplification of member eligibility and modification of the term of office of Bureau members, taking into account the crisis in volunteering.
  • Professionalisation of financial management and improvement of the confidentiality of member data.
